Myanmar death row bombing convict pardoned: police

A man sentenced to death over a series of deadly bomb blasts in Myanmar's main city in 2010 was freed Friday after receiving a presidential pardon, a police official and his lawyer told AFP.

Phyo Wai Aung, who was sentenced in May in connection with the bombings in Yangon which killed ten people and wounded dozens more, was released from a public hospital where he was being treated for liver cancer.

"He was released this afternoon under the president's pardon," a senior police official told AFP on condition of anonymity.

The official said his health was not good, and added that UN human rights envoy Tomas Ojea Quintana had visited him in hospital as part of his wider trip to Myanmar.

Confirming the release, Phyo Wai Aung's lawyer said his client -- who was aged 33 at the time of his sentence -- was too ill to leave hospital.

"He cannot walk because of his severe liver cancer," Kyaw Hoe said, adding an appeal over his conviction is still set for August 14.

"We appealed... as he's not guilty and he didn't commit any crime."

The 2010 attack -- the worst in five years in Myanmar's main city -- came as thousands of people gathered for water-throwing festivities to mark the Buddhist New Year.

Police announced shortly afterwards they had arrested a suspect whom they said was a member of a militant exile group called "the Vigorous Burmese Student Warriors".

The Thailand-based Assistance Association for Political Prisoners (AAPP) has alleged that Phyo Wai Aung was tortured, denied his rights as a detainee and the right to a fair trial.

According to Amnesty International, no death row prisoner in Myanmar is known to have been executed since 1988.

After five decades under a repressive junta, Myanmar has announced a series of reforms since a controversial 2010 election brought the new government to power.

The government, which is led by President Thein Sein, has freed hundreds of political prisoners -- including 20 in an amnesty last month -- and has been rewarded with an easing of many sanctions by western governments.

Democracy champion Aung San Suu Kyi, herself freed from seven straight years of house arrest in 2010 and now an elected politician, has repeatedly called for all remaining political prisoners to be released.

Her party had put the number of political prisoners at 330 prior to last months's amnesty, although estimates on the exact number vary.

WASHINGTON (AP) ? Sputtering along, the economy on Friday offered some hope but no illuminating help to voters who are mired in a weak jobs recovery and flooded with familiar promises from President Barack Obama and Republican Mitt Romney. The new employment snapshot seemed too mixed and middling to jolt a consistently close race.

Three months shy of Election Day, the latest numbers showed monthly job creation was higher than expected ? but unemployment rose, too. That gave each candidate political room to see only what he wanted, and to stick with the fundamental economic argument that he thinks will win the White House.

"It's another hammer blow to the struggling middle-class families of America," Romney said of the pace of job growth, assailing Obama's record from a Las Vegas trucking business. At the White House, Obama surrounding himself with some of those families, playing up 29 straight months that private employers have added jobs.

"Those are our neighbors and families finding work," Obama said. "But, let's acknowledge, we've still got too many folks out there who are looking for work."

Fittingly, the two men spoke over each other on television, holding events at the same time.

The economy is stuck, long removed from the days of implosion but not growing enough to reduce unemployment or make people feel better. No signs of help are coming from a gridlocked president and Congress, or from the Federal Reserve, or from U.S. allies with their own problems as the world economy suffers.

That means the economy voters have now may be the one they get when it's time to pick a president.

The bright spot: Employers added 163,000 jobs in July, more than double that of June. Yet the politically important unemployment rate rose to 8.3 percent, a notch above June's 8.2 percent.

Only three such tone-setting jobs reports remain before the election ? one in September the day after Obama speaks at the Democratic National Convention, one in October shortly after the two men debate on the economy, and one in November a mere four days before the election.

Whatever the monthly ups and downs, the big picture shows that the largest economy in the world has yet to take off: The 151,000 jobs added on average each month this year is almost the same monthly average as last year.

No economic recovery since World War II has been weaker than the current rebound from the recession that ended in June 2009.

A status-quo economy means the campaign arguments and strategies are not changing, either.

Obama and Romney will keep punching it out in largely negative advertising and personal appearances in about eight states expected to determine the outcome. Much of the rest of America will be left to give money, volunteer or watch from the sidelines.

Obama's locked-in message is about asking the nation's richest people to pay higher taxes, extending tax cuts for the middle class, and promising long-run economic growth by putting public money into education, energy and research. He has seized on a report that concluded Romney's plan would raise middle-class taxes.

Meanwhile, Romney's aides have long believed only a dramatic uptick in the economy could hurt his chances and force a broad change in messaging.

So one month of stronger-than-expected job growth did nothing to alter Romney's case that "America can do better." Capitalizing on an Obama vulnerability ? public disapproval of the president's handling of the economy ? Romney portrays himself as the change agent with the business background for the demands of the day.

He is promising to create 12 million jobs over four years, a pace that would demand nearly 90,000 more jobs every month than were created in July. Yet he has offered few specifics to back up that ambitious projection, outlining a broad economic agenda of trade, energy, and lower taxes, spending and regulation.

Obama used the new numbers to fuel his own narrative of an American economy headed in the right direction.

"We knew when I started in this job that this was going to take some time," Obama said. "We haven't had to come back from an economic crisis this deep or this painful since the 1930s. But we also knew that if we were persistent, if we kept at it and kept working, that we'd gradually get to where we need to be."

The economy lost 8.7 million jobs in the recession and its aftermath. Since then, it has regained 3.9 million.

The size of the hole, the slow climb out of it, and the broken politics of Washington have left a lot of the country weary. Even in an election driven by the economy, one Associated Press-GfK poll found that 60 percent of people said whoever wins the election will have slim-to-no impact on employment.

Romney and Obama are going after roughly 10 percent of the electorate that remains undecided in the presidential race.

Neither side contends the public is truly engaged in the race yet; August vacations and the Olympics have steered plenty of attention elsewhere. Yet the last month of summer will be busy, with Romney's choice of a vice presidential candidate coming soon, and the political conventions falling on either side of Labor Day.

Romney traveled from Las Vegas to Sun Valley, Idaho, for a fundraiser Friday night. He picked up the endorsement of actor Clint Eastwood, who told The Associated Press outside the Sun Valley Resort that he was backing the Republican because "I think the country needs a boost."

Romney is set to campaign in Indiana on Saturday, before spending two days in private at his New Hampshire summer home. He is expected to campaign in Iowa and Ohio in the following days before starting a bus tour targeting Virginia, North Carolina and Florida.

Obama, who celebrates his 51st birthday on Saturday, will spend much of the weekend at the presidential retreat at Camp David, Md. He will raise money in Connecticut on Monday before launching into a stretch of campaign travel in Colorado and Iowa, with fundraising in his hometown of Chicago tucked in between.

The incident increased Nina?s appreciation of the organization?in this case, the federal government!

Eight Olympians charged with 'throwing' badminton matches

The Olympic badminton tournament was thrown into chaos on Wednesday when eight women players were charged with trying to "throw" matches to secure an easier draw in the next round.

Four pairs in the women's doubles competition - one from China, one from Indonesia and two from South Korea - were booed off court by irate spectators at London's Wembley Arena on Tuesday.

The players in two matches had appeared to deliberately serve into the net to concede points, hit the shuttlecock out of play, or waste time.

They could be disciplined after the Badminton World Federation (BWF) charged them with "not using one's best efforts to win a match" and "conducting oneself in a manner that is clearly abusive or detrimental to the sport".

A hearing is due to take place Wednesday, although all four pairs are currently still included in the order of play for their quarter-finals scheduled in the evening.

The players were allegedly attempting to manipulate the final standings in the first-round group stage, with two pairs who had already qualified apparently wanting to lose to secure easier opponents in the next round.

A match between China's world champions Yu Yang and Wang Xiaoli and unseeded South Korean pair Jung Kyung and Kim Ha Na came under scrutiny after the Chinese lost a contest they would normally be expected to win.

With their defeat, Yu and Wang avoided playing another fellow Chinese pair who had finished second in another group, in the quarter-finals.

Yu said after the match: "We've already qualified, so why would we waste energy? It's not necessary to go out hard again when the knockout rounds are tomorrow."

China's Olympic delegation - already fighting off accusations of doping against teenage swimming sensation Ye Shiwen - has launched an investigation into the badminton allegations, state media said.

"The Chinese Olympic Committee... opposes any kind of behaviour to violate the sporting spirit and morality," a Chinese Olympic spokesman told Xinhua news agency.

A later match in which South Korean third seeds Ha Jung-Eun and Kim Min-Jung beat Indonesian pair Meiliana Jauhari and Greysia Polii is also being investigated by the governing body.

Ye meanwhile is set to face fresh questions about her rapid rise after the 16-year-old Chinese girl won the 200m medley on Tuesday to collect her second gold of the Games.

Physicist bends light waves on surfboards

ScienceDaily (July 31, 2012) ? A University of Exeter scientist is bringing together his passions for Physics and surfing with research that could inspire a host of new technologies. Dr Matt Lockyear is using foam from inside surfboards to make materials that can manipulate light.

Scientists across the globe are trying to develop materials that can refract light to create 'invisibility cloaks', which are of particular interest to the aerospace industry. 'Invisibility cloaking' means building properties into a material that allow the device to guide light waves around an object, making it invisible.

Dr Matt Lockyear grew up in Exeter and completed his undergraduate Physics degree at the University of Exeter as a mature student. He returned for his PhD after working as an engineering manager at BNFL Sellafield, and now works as a Research Fellow in the Electromagnetic and Acoustic Materials Group in Physics. His research focuses on metamaterials: materials that consist of specifically engineered 'pseudo-atoms' to provide bulk material or interface properties that are not found in nature.

For his work, Dr Lockyear needed to find a material that is uniformly dense, and in response to electromagnetic radiation, behaves in a similar way to air. He discovered that the foam inside his surfboards was ideal for his experiments. Luckily, his friend Tris Cokes owns the Redruth-based surfboard blank manufacturing company Homeblown. Tris was able to provide him with samples of the material, and then lent him the factory to test the loading of the foams with high refractive index powders.

Dr Lockyear has recently built what he describes as a 'surface wave black hole' using the surfboard foam. He has created a circle of material that has a radially graded index (the higher the index, the slower the light travels through the medium), and placed it on the surface of a metamaterial. The radiation propagating across the metamaterial is then refracted, spiraling inwards to an absorbing core. Dr Lockyear is now working on the surface wave invisibility cloak as a stepping stone to his current research project's ultimate goal, a free space 3D invisibility cloak.

Dr Matt Lockyear said: "I never thought I'd be able to combine my passion for physics with my love of surfing -- usually one competes with the other. But the foam inside the boards I've been riding for all these years has proved absolutely perfect for my research. I was having a discussion with a colleague regarding suitable materials for the project whilst looking at one of Tris's foam blanks propped up against the office wall, which I had been meaning to turn into a 6ft 10 single fin pintail. I am also very lucky to have an office opposite the theory guys who, quite literally, wrote the book on transformation optics."

The Electromagnetic and Acoustic Materials group undertakes pioneering studies with metamaterials and is developing new designs for radio frequency identification, anti-counterfeiting, and sound proofing technologies. The group's research is primarily built around the development and subsequent study of metallic surfaces with exceptional properties and a range of applications.

Dr Lockyear's interests including stealth materials, light-weight flexible ultra-thin radar absorbers, cloaking, beam steering, smart antennas, electronic tagging and frequency selective wallpaper, and of course surfing.

Reports new study in Biological Psychiatry

Philadelphia, PA, July 31, 2012 Mental disorders that emerge in childhood and adolescence, including attention-deficit disorder, depression, anxiety and substance abuse, constitute significant challenges to cognitive, emotional, and social development. As a result, it is perhaps not surprising that earnings and income are substantially reduced among people diagnosed with mental disorders.

Is the association between mental disorders and earnings a correlation, or is low income a consequence of a disorder? Are mental disorders universally associated with reduced economic/social class or does economic standing reflect a complex interplay of individual capacities and societal demands? Answers to these questions have been unclear until now.

A group of researchers used the World Health Organization World Mental Health Surveys to specifically examine the association between early-onset mental disorders and adult household income. These surveys collected information on income earnings, employment status, education, and demographics. In addition, interviews were conducted to diagnose 15 different mental disorders among participants.

Restricting the surveys to individuals aged 18 to 64 who were neither students nor retired, data was available from 37,741 respondents in 22 different countries. The countries were classified by their income level, with 11 high income, five upper-middle income, and six low/lower-middle income.

They found that early-onset mental disorders are associated with significantly reduced household income in high and upper-middle income countries but not low/lower-middle income countries. These associations were consistently stronger among women than men. These data make clear that the disability associated with mental disorders is more clearly evident in the most economically developed countries.

"These new data suggest that the increased demands of economically advanced societies 'unmask' functional deficits that are not evident when the same problems emerge in less developed societies," commented Dr. John Krystal, Editor of Biological Psychiatry. "These important data highlight the importance of understanding how adaptation breaks down in our society so that rehabilitative and pharmacologic strategies might be developed to help affected individuals adapt."

These results indicate that the capacity of disordered individuals to cope with the demands placed on citizens in economically advanced countries is compromised. This would suggest that policy makers should consider the societal effects of such reduced income when making health care and resource allocation decisions.

Dr. Norito Kawakami, Chair of the Department of Mental Health in the School of Public Health at the University of Tokyo, Japan, and the study's lead author, noted that "health policy makers often fail to appreciate the enormous human capital costs associated with untreated early-onset mental disorders."

"As a result," says Kawakami, "investments in early interventions for childhood-onset mental disorders are woefully inadequate."

Dr. Ronald Kessler, from Harvard Medical School and another of the study's authors, noted that "the amount of lost adult income associated with early-onset mental disorders is so great that the costs of implementing early interventions for these disorders would be more than paid back even if they led to only a small proportional decrease in this lost adult income."
